Profile of Mr. Gus Brooks Jedi Freeman

Mr. Gus Brooks Jedi Freeman is the Director of Research and Consultancy and a part-time trainer (lecturer) at the Liberia Institute of Public Administration (LIPA).

He holds a BSc, Honors in Accounting from the University of Benin, Benin city, Nigeria and Master of Arts in Peace and Conflict Studies from the University of Ibadan, Ibadan, Nigeria respectively.

He has a wealth of accumulated professional and knowledge sharing engagement experiences within the sub-region, including - Sierra Leone, Ghana and Nigeria. Mr. Freeman’s professional life is patterned on a multi-track approach with practice and specialty in the following direction:

A,Teaching and knowledge transfer in financial management and accountancy. Before joining the LIPA capacity building and development team, he experienced his entry to the field of teaching as short-term on teaching practice from a teacher training institute at the University of Sierra Leone.

This entry point has since elevated him to a full blast profession taking from a classroom teacher through training and workshop management up to capacity building and development specialist key among others.

Mr. Freeman climbed the ladder as Senior Lecturer at the State University at the Kofi Annan Institute of Conflict Transformation, University of Liberia. Within his capacity building profession, Mr. Freeman served as facilitator and course coordinator of the Public Sector Finance and Public Sector Budgeting in public sector in the certificate programme of LIPA. This participation jointly with support from USAID-GEMS helped produced a standard curriculum for the financial management certificate program at LIPA.

B,Mr. Freeman, as a Director of Research and Consultancy of LIPA, is also pursuing a twin professional service in Management and Development consultancies.

At the management level, he has conducted numerous training and capacity needs assessments (CNA) within the public and private sector. Conducted institutional and system strategic plans for government and private institutions. These engagements have led to strategic improvements and productivities of these institutions.

At the level of development consultancy, Mr. Freeman has conducted and conducting various baseline, midterm and end of project/program evaluations for USAID, World Bank, UNDP and government supported institutions. He has also conducted participatory poverty and development assessment and monitoring and evaluation for national institutions.

Mr. Freeman presently serves as focal person and coordinator on AfDB and World Bank supported projects and also focal person on Local government and community development for LIPA and presently a senior representative of LIPA to the Liberia Decentralization Support Programme (LDSP) of the GC&MIA who contributed to the development of monitoring and evaluation indicators for 14 MACs operating under the county service center.

Mr. Freeman serves as project coordinator on collaboration between LIPA and the FBA on the inclusion of the rule of law in public administration in Liberia. This collaboration helped him to lead a six-member team, including the Director General and senior professional colleagues to Stockholm, Sweden for a planning meeting.

Lastly but never the slightest, Mr. Freeman teaches peace and conflict studies and is a conflict, peace and development practitioner. Provides numerous consultancy services in determining the peace and conflict sensitivity in program, program and policy intervention especially at community and local level.
