Profile of Mr. Charles G. R. Jarrett, Sr.
Mr. Charles G. R. Jarrett, Sr. is the Deputy Director-General for Research, Consultancy and Library Information Services at the Liberia Institute of Public Administration (LIPA). He previously served in the following positions as Director of Research and Consultancy, and Training Specialist at LIPA. Additionally, he served as Goods and Services Tax (GST) Analyst, and Bank Payment Slip (BPS) Officer at the former Ministry of Finance (MoF), Republic of Liberia—prior to joining LIPA in 2008.  Mr. Jarrett has a wealth of experience (16 years) as a public and civil servant.

Mr. Jarrett earned a Master Degree in Public Sector Management (MPSM) from the Ghana Institute of Management and Public Administration (GIMPA), Accra, Ghana. He also earned a Bachelor Degree in Accountancy from the AME Zion University, Monrovia, Liberia. He’s a candidate of the Professional Accounting Charter Program of Ghana, the “Institute of Chartered Accountants Ghana (ICAG)”. In addition to his professional experience, he earned several certificates in Training of Trainers (TOT), Strategic Planning and Management, and other Public Sector related disciplines locally and internationally from 2007 up to present—from the Centre of Management Development (CMD) & the Administrative Staff College of Nigeria (ASCON), Lagos, Nigeria; Kenya School of Government (KSG), Nairobi, Kenya; Uganda Management Institute (UMI), Kampala, Uganda, etc. Other countries where he has travelled on related public sector capacity building issues, include: Freetown, Senegal, South Africa, Uganda, Europe etc.

His strength in terms of expertise is in the areas of Strategic Planning and Management, Consultancy Skill Development, Proposal Writing, Work Planning, Strategic Communication and Effective Report Writing. He has admirable records working as one of LIPA’s consultants on the development of strategic and work plans for a number of organizations both in the public and private sectors of Liberia. To name a few: the Liberia National Fire Service (LNFS), PMU-Liberia, the Ministry of Commerce and Industry (MOCI), General Service Agency (GSA), etc. Mr. Jarrett was also instrumental and resourceful in the design and development of the Performance Management Curriculum and Modules for the Civil Service. He also has good experience in writing winning solicited and unsolicited proposals. 

Hon. Charles Jarrett also has vast experience working with donor/development partners and other government institutions on public sector reform issues. He is currently a member of Technical Working Group (TWG) of the Public Sector Reform and Modernization Project (PSMP). He also worked as a member of the National Integrity Forum/Barometer Steering Committee under the auspices of the Governance Commission (GC). Additionally, he worked with consultants from the World Bank, UNDP, USAID-GEMS etc. on public sector reform issues and the rebranding of LIPA.
