Latest News » Liberian Delegation Ends Study Tours In Uganda, South Africa
(Monrovia, Liberia), December 20, 2019-A four man delegation from the Liberia Institute of Public Administration (LIPA), and the Ministry of Finance and Development Planning have concluded a two week study tour to Uganda and South Africa.
According to LIPA’s Director General Honorable Alex Yonly who was the head of Liberia’s delegation to the South-Eastern Countries said that the team was comprised of technicians and policy drivers. 
He said the team made its first stop in Uganda where they visited several government institutions including the Ministry of Finance, Planning and Economic Development (MFPED), the Ministry of Works and Transport and the National Planning Authority.
The study tour which ran from November 22 – December 7, 2019 was intended for the Liberian team to interact with technicians, professionals, politicians and institutions managing and operating the Medium Term Expenditure Framework (MTEF) and the Integrated Financial Management Information System (IFMIS), respectively.
“The team met and had working sessions with heads of several departments and units at these government Agencies. Offices visited include: The office of the Commissioner of Budget Policy and Evaluation, the Commissioner of Project Management unit, office of International Cooperation Development Assistance (Regional Cooperation), office of Assistant Commissioner for Financial Management Systems, and the office of the National Planning and Development among others,” he explained.
He further stated that discussions were mainly centered on human and institutional arrangement for capacity building and development within the Public Service, understanding the design, implementation and management of the integrated Financial Management Information System (IFMIS), especially its role in the Medium Term Expenditure Framework (MTEF).
Director Yonly said in addition, the discussions were to inform the team on the processes and procedures involved with the overall national development practices in Uganda.
Having concluded in Uganda, DG Yonly said the team made its way to South Africa where they visited the office of collaboration Africa Budget Reform initiative (CABRI).
“The discussions and interactions were centered on the history of budget reforms in South Africa, Medium Terms Budget Expenditure Framework, Planning Budget and implementation, institutional arrangements, capacity building and development,” he stated.
The team also extended its visit to the office of the National Treasury of the Republic of South Africa with discussion focusing on the South African National Development plan 2030 and the Economic Development direction.
The session was wrapped up with a problem driven interactive adaptation working session conducted by CABRI.
These discussions or working sessions were in depth and intensive and very relevant to Liberia’s National development direction.
The initiative is being supported by the African Development Bank and implemented by the Government of Liberia.
