LIPA/IMF/MFDP Awards Certificates to Several Budget Officers
Over 30 Budget and Planning Officers from all spending Ministries, Agencies and Commissions (MACs) of Government, including Budget officers of LIPA, were on Friday, November 25,2016 awarded certificates following a two-week intensive training in Budget Formulation at the Ministry of Finance.
The training which was conducted by the International Monitory Fund (IMF) in collaboration with Liberia Institute of Public Administration (LIPA) and Ministry of Finance and Development Planning (MFDP) ran from November 14-25, 2016.
The overarching objective of the training was to promote credible Budget preparation within Liberia's Medium-Term Frame work, developing the knowledge and skills of concerned Public officials.
At the close of the training, the facilitators presented their findings and made several recommendations intended to help improve quality Service delivery to the Public Sector.
According to the findings released, the participants, during the training, had group discussions that helped them learn from each other’s experience as well as identified the gaps in budget preparation.
The findings however noted that in order for the participants to benefit from the training, they should have a foundation of knowledge and skills in Microsoft Excel and a good understanding of the basic economic concept.
The findings further noted that the ten days duration of the training was not sufficient to exhaust the contents of the curriculum.
Based on the findings, it was recommended that LIPA designs a training program that will expose budget officers to the basic skills in budget preparation.
It was also recommended that the MFDP and LIPA should review the draft curriculum and identify potential trainers who can be used during the next round of training and will be able to sustain the delivery of the program.
The recommendations further requested the MFDP to commit resources where necessary and seek technical assistance for the development and delivery of the foundation course as well as restructure the curriculum for budget preparation training Program.
