Speaking at the Observance of International Right to know Day

The Director General of the Liberia Institute of Public Administration (LIPA) Professor Alexander Yonly said, access to information and social opportunities are considered very viable in Public Administration and the rule of law.

He also said the need to know what happens in public offices as they affect national policies that trickle down to the people, promotes transparency and accountability in public institutions which encourages the involvement of citizens in the governance of the state.

The Professor added that, many nations including Liberia have signed up to the crusade by passing the freedom of information Act, noting that Liberia’s signature on the instrument, moves the country from a great step away from the indigenous belief that government is only for government officials or what was called “ the peoples thing.

“ We have now crossed that bridge and now in the era of citizens buy-in in the formulation of national policies, this makes the right to know ever demanding “ he said.

Professor Yonly further noted that though Liberia has signed on to the Freedom of Information Act, there are yet more challenges that must be overcome by the public in accessing public information, adding that these challenges are manifested in the “ How, Where and Why” Questions which according to him demand rigorous and vigorous civic education.

Hon. Yonly said, LIPA believes that the first place of call in the enforcement of the Freedom of Information Act should be the information offices of Ministries, Agencies and Commissions (MACs) of government administered by Public Relations Officers.

“ If this should be the first place of call, then there is a need to train Public Relations Officers on the Freedom of Information Act and how essential it is to make their offices accessible to information seekers, “ he stated.

The LIPA boss made these remarks on last Friday, September 28, 2018 at the Bella Cassa Hotel at programs marking the observance of International Right to know Day.

The program organized by the Carter Center, the European Union and other partners was held under the theme: Access to Information: An indispensable tool in Promoting Good Governance and Development”
 

LIPA’S New Director General Promises to Collaborate With Employees

(Monrovia, Liberia, September 20, 2018): The new Director General of the Liberia Institute of Public Administration (LIPA), Professor  Alex Yonly has assured employees of the Institute that he is open to collaborate with them in achieving the mandate of the Institute.

Speaking at a formal acquaintance meeting with employees of the Institute on Wednesday, September 19, 2018, Professor Yonly said once he can collaborate with the employees everything regarding the forwardness of the Institute is going to become better, adding the idea of becoming sucessful in life is to embrace one another by doing things together.

Professor Yonly also disclosed that in the coming days he is going to engage other senior staff in strategizing ways by which the Institute can go about formulating plans to develop more programs that will it more viable.

The LIPA boss further that in the next few years, he would like to see the Institute elevated from a capacity building status to that of a capacity development Institute. He is at the same time encouraging all staff who may have issues to channel them through their Directors.

Speaking earlier the Deputy Director General for Research at LIPA Hon. D. Wa Hne on behalf of the LIPA family welcome the new Director General Professor Alex Yonly. He said when the president appoints an individual it is an expression of the confidence that the president has reposed in such person, expressing no doubts that Professor Yonly is capable of heading this great Institution. 

Also making remarks the Vice President of the Staff Association of the Liberia Institute of Public Administration  Mr. Christian Browne on behalf of the staff assured the Director General of the Association’s commitment in working along with the new Management in moving the Institution forward so as to achieve the government Pro-Poor Agenda.

“ Having said that, as we open our hearts to work with you; we also want to urge you to open your arms around us as it is always said that LIPA is a one family Institution, “ He said.

Mr. Browne among other things recommended to the Management that, a representative from the Association  be represented at every Top Management meeting.

LIPA’s New DG Bill Twehway Visit LIPA’s New Home Project Site The Director General of the Liberia Institute of Public Administration (LIPA) Hon. Bill Twehway, at the head of a five man LIPA delegation, recently paid a one day visit at the Institution's new Home project site in Domah Town, along the Roberts Field Highway, Margibi County. The project titled “ Shine Project is aimed at creating sustainable high impact infrastructure for education and Agriculture is funded by the United States Agency For International Development (USAID), is being constructed by a hired contractor firm, Smart Pro Engineering Construction Company. Speaking to the Public Administrator Radio following the visit at the project site in Domah Town recently, LIPA’s Director General Hon. Bill Twehway said, the intent of the trip was to familiarize himself as the new LIPA Boss on activities the Institution and see for himself progress on the first phase of the project that is expected to be completed in October of 2018 According to Hon. Twehway, he was assured by the contractors that the facility keys and completed structures will be turned over to LIPA’s Administration in November 2018. The facility which is being constructed on a twenty five acre of land, will include a Staff Quarters, Bus Station and Students Center among others.

LNP/LIS Officials Benefit From Policy Management Board Capacity Building Training Monrovia, Liberia October 18, 2017: About twenty four top level managers of the Liberia National Police (LNP) and the Liberia Immigration Service (LIS) who are also members of the Board and Secretariat of both the LNP and LIS are currently benefiting from a three day Policy Management Board capacity building training at the Royal Grand Hotel in Sinkor with sponsorship from the United Nations Police in Liberia (UNPOL), and will run from October 17-19, 2017. The training conducted by the Liberia Institute of Public Administration (LIPA)in collaboration with the United Nations Police in Liberia (UNPOL) is intended to strengthen the skills of Personnel of the two Security institutions in handling the Administrative affairs of their respective institutions. In the opening session of the three day workshop, LIPA’s Jefferson Bates facilitated on the topics Procedures in conducting Board meetings and Leadership and Decision making process, while LIPA’s Training Director Esi Ogunkoya facilitated on the Policy Management Board and Team Dynamics and Team Building for his part LIPA’s Director of Human Resource Reginald Gaye handled Note taking, Minutes Writing and Effective report writing among others.

Monrovia, Liberia, July 25, 2017: The Liberia Institute of Public Administration (LIPA) has begun classes for the Second Semester Third Quarter for the 2017 Training Cycle. The training cycle which begun on  Monday, July 10, 2017 is accommodating over three hundred Participants and will run up to the next sixteen (16) weeks.

Established in 1969 by an Act of Legislature, LIPA is the Premier Center of Excellence for Sustained Quality Service Delivery in Liberia and extends her services to the Government through Ministries, Agencies and Commissions (MACs); Private Institutions and individuals; and the General Public.

The Institution currently provides training in Long and Short-term courses including Public Procurement Management, Project Planning & Management, Internal Audit & Control, Monitoring & Evaluation, Public Financial Management, HR & Performance Management, Public Policy Analysis, Banking & Finance and Public Sector Management. Other courses offered are: Basic Report Writing, Records Management, Work Planning, Performance Management, Customer Service, Public Sector Budgeting, Purchasing & Supply, Public Financial Management Law, Basic Computer & Data Base, Project Proposal Writing & Legislative Drafting.

ADMISSION TO A MASTERS' DEGREE IN PUBLIC SECTOR MANAGEMENT 2018

The Liberia Institute of Public Administration {LIPA) announces admission to a Masters' Degree in Public Sector Management {M.P.S.M) at the Ghana Institute of Management and Public Administration {GIMPA}. The Program is an innovative one-year Masters' Degree Course that is designed to equip Anglophone West African countries with a critical mass of Public Sector Managers, trained to provide effective leadership for meeting the development challenges in their various countries. The Program runs from January -December, 2018.

Governmental Institutions {MACs) as well as the private sector organizations are entreated to sponsor their staff on this innovative program. Nominating MACs are expected to make an explicit commitment to re-engage successful graduates and provide them with the requisite institutional environment that would enable them to make good use of the newly acquired skills and competences upon their return. This commitment must be expressed in the official nomination.  

Admission Requirements:
Nominee Must:
    Be a Liberian middle-to-senior level professional, officer and manager from the Public Sector;
    Possess a university degree with a minimum of "B" average or 3.0 GPA;
    have had not less than two {2} years of post-college work experience;
    Have competency in at least the use of Microsoft Office  Suite of applications;
    Present a statement of Career [a plan specifying how the newly acquired skills and knowledge will be applied in solving problems at the work place]; and
    Possess leadership potential evidenced by current employment status.
APPLICATION PROCEDURES:
•    The nominee must purchase the application form with a non-refundable fee of Fifty United States Dollars U$50.00) from the Institute's Finance Office, North Gibson Street, Mamba Point, Monrovia.
•    Completed application form, with copy of payment receipt, must be returned in a sealed A-4 brown envelop, addressed to "The Country Coordinator, PSMTP-Liberia" Office, through the office of the Deputy Director General for Training & Development, LIPA, no later than Friday, August 11,  2017. at 2:00 PM.
•    A notarized copy of university degree, original {sealed) transcript, two [2] letters of recommendations [from immediate supervisor and head of agency/ organization] and two [2] endorsed recent passport size photographs must be accompany each application.
Additional Information:
Governmental Institutions [MACs] as well as private sector organizations are entreated to sponsor their staff on this innovative program.
Tuition for the Program is Eight Thousand Six Hundred and Fifty United States Dollars {US8, 650.00).
•    Scholarship[s] for the program is tentatively withheld, as negotiations are ongoing with the Management Development Partners. Subsequently, information may become available shortly to this effect. However, the recruitment process must be completed in accordance with the training programme calendar, as we await word from the partners.
•    Provisions have been made to admit qualified candidates on a fee-paying bases, paying in installments.
•    Employers, accordingly, are expected to make an explicit commitment to reengage successful graduate and provide them with the requisite institutional environment that would enable them to make good use of the newly acquired skills and competences upon return

Monrovia, Liberia, July 17, 2017: The Liberia Institute of Public Administration (LIPA) has graduated five hundred fifty six Participants who successfully completed capacity building training in several certificate and diploma programs for the 2017 First Semester Training Cycle.

The graduates, 64 % males and 34% females, were awarded professional certificates and diploma in various courses including Human Resource Management, Internal Audit and Control, Monitoring and Evaluation, Public Procurement Management, Project Planning and Management, Banking and Finance and Public Financial Management.

The 2017 First Semester graduation ceremony was held in the Auditorium of the University of Liberia on Friday, July 14, 2017, and was graced by several high profiled personalities including DR. J. Luther Tarpeh, heads of Ministries, Agencies and Commissions of Government, members of the LIPA Board of Directors, Faculty and staff well wishers and the Public.

In her welcome remarks LIPA Deputy Director General for Training Mrs. Jarso Jallah Saygbe said, the graduation ceremony serves as a reminder of the Institute’s statutory mandate to improve the administrative performances, and professional capabilities of the Nation’s manpower in institutions across the country.  She noted that LIPA as mandated by Law is committed to building the capacity of Public and Civil Servants.  Mrs. Saygbe thanked heads of Government Ministries, Agencies, Private Institutions and Civil Society Organizations for nominating their staff, and said LIPA look forward for continue opportunity in developing the capacity of Public Servants.

Delivering the keynote Address on behalf of Vice President Joseph Boakai, a prominent Liberian Educator, Dr. J. Luther Tarpeh, told the graduates that they are important to the Economic Engine of Liberia.  Dr. Tarpeh who spoke on the Topic: Decentralization the way forward for Capacity Building, reminded the graduates that they were being invested in to serve the Public and not themselves. 

He admonished the graduates that as they go into the world, they should be prepared to solve National and Organizational problems confronting institutions in the society. He further told the graduates that they are the light of the society; therefore they must go out and shine the light as was demonstrated during their course of studies at LIPA

LIPA  Celebrates 48th  Anniversary

 

 

The Liberia Institute of Public Administration (LIPA) has celebrated its 48th Anniversary.

 The Anniversary which was held under the Theme: Celebrating LIPA on the Raise @ 48, begun with series of activities including a thanks giving service and Fund Raising Dinner.  The Anniversary was climaxed on Saturday, May 20,2017 at the Myrtle Beach along the Robert Field High way where the family of LIPA and other guest hard gone to formally celebrate the success of the Institute.

 

Delivering a special statement  at the Anniversary Dinner at the Bella Cassa Hotel on Friday, May 19, 2017 LIPA Director General Hon. Oblayon B. Nyemah said the Purpose of the celebration was to recognize those achievements that the Institute has made under his leadership.

 

Hon. Nyemah also used the occasion to appreciate the Alumni Association of the Institute for their support in making this year Anniversary celebration a success. He at the same time recognized the services of several employees for their hard work and commitment on the job.

 

The employees  were selected by their various supervisors based on their performance.

 Those recognized and certificated include: Mr. Melvin Cheneh, Ms. Luna Harmon, Mr. Augustine Saye, Mr. George Nanti, Ms. Zlawonkan Sehweah, Mr. Nathaniel Nyemah and Mr. Mohamed Sheriff. Other certificated include: Mrs. Esi Ogunkoya,  Mrs. Kukor Greene Mrs. Sayonnoh Toe and Mr. Joshua Sebeh.

 

Also speaking at the program, the Chief Peace Consolidation Services at UNMIL Mr. Francis Kai-Kai said LIPA has been one of the progress Institutions in Liberia. He noted that UNMIL and other partners  are proud to work along with the Institute to ensure that it reach out to Liberians across the country.

 

Speaking on behalf of the LIPA Alumni Association, the Vice President of the Association Gertrude Cooper appreciated the Institute for all the support in building the capacity of Liberians.

 

She said the Alumni Association will continued to work with LIPA in providing quality capacity building services to the country.

LIPA Validates Curriculum on Legislative Drafting


The Liberia Institute of Public Administration (LIPA), last Wednesday, April 12,2017 validated a short and long term curriculum on Legislative Drafting course. The one day validation exercise will now set the stage for the teaching of the course by LIPA.

The exercise which was held at the Golden Gate Hotel in Paynesville City outside Monrovia, brought together some of the Nation’s best legal brains including Cllr. Tiawon Gongloe, Cllr. Dr. Jallah A. Barbu, and Atty. Kanio Bai Gbala.

The Legislative Drafting course is recommended for Policy makers in both National and County Governments, Public officers involved in drafting Laws and regulations for State Corporations, Commissions and Agencies; Law Enforcement officers, NGOs, and private Institutions among others.

In his closing remarks, the Director General of LIPA Hon. Oblayon Blayon Nyemah said he was happy to be apart of this history making event, especially so when the initiative tends to underscore LIPA’s  commitment to executing its statutory mandate effectively.

Hon. Nyemah noted that as a capacity building arm of the government, responsible to improve the administrative performance and professional capabilities of the Public Service, through training, research, consultancy and information services, the burden rest upon the Institute to introduce viable programs towards achieving its mandate. 

He said, being the first of its kind in Liberia, LIPA seeks to design this program in the most user friendly package that will preserve the core elements of the training.  Hon. Nyemah Noted that the presence of some prominent legal authorities and governing entities at the validation exercise shows the level of seriousness LIPA attaches to the course.

The LIPA Director General said, as Liberia continues on the path of growth of Development it is hoped that participants of the Legislative drafting training would make adequate use of the acquired skills and knowledge.

Also speaking, LIPA Deputy Director General for Training and Manpower Development Jarso Jallah Saygbe said the need to develop a curriculum on Legislative drafting can not be over emphasized. She acknowledged that a substantial requirement for sustainable national development is a well-functioning, administrative and professional capability of the nation’s manpower in institutions across the country.

LIPA Awards Certificates to 130 Civil Servants

The Liberia Institute of Public Administration (LIPA) on Wednesday, March 1, 2017 awarded certificates to 130 civil servants who are middle level managers and are in leadership positions from the project pilot Ministries, Agencies and Commissions of Government.  Ministries, Agencies and Commissions concerned include: Health, Finance, Internal Affairs, Information, Foreign Affairs, Education, Justice and State. Other implementing Agencies and Commission include: LIPA, CSA and the GC.

The awarding of the certificates to the participants followed several weeks of intensive training in Women and Transformational Leadership held at the Cape Hotel in Mamba Point from October to November of 2016.   The training which derives from the Public Sector Modernization Project results framework is intended to establish a sustained foundation for effective leadership scheme within the Civil Service, thereby transforming Public Sector Managers from dormant status to competent results oriented leaders.

LIPA, under the Public Sector Modernization Project results framework, is mandated to train 500 civil servants within a period of five years.

Serving as Keynote Speaker during the graduation ceremony, the Deputy Director General for Human Resource at the Civil Service Agency, Wanneh Clarke Reeves, encouraged the graduates to retain the knowledge and skills acquired during the training so as to transform their respective institutions. Mrs. Reeves who served as proxy for CSA Director General Puchu Bernard, challenged the graduates to serve as change agents by making notable impact at their various places of work.

Also speaking, the Deputy Director General for Training and Manpower Development at LIPA, Mrs. Jarso Jallah Saygbe, admonished the participants to fit into the vision of being a transformational leader.
