LIPA DIRECTOR GENERAL CAUTIONS lEGISLATIVE DRAFTERS

LIPA Director General Cautions Graduates of Legislative Drafters.

The Director General of the Liberia Institute of Public Administration, LIPA Honorable Oblayon Blayon Nyemah, Sr. has called on Graduates of Legislative Drafting not to be pre- occupied with grammar style, correct and cogent language as they go about the legal profession.

The LIPA boss cautioned the graduates to be very careful about the meaning and intent of languages that are imbedded in Legislations so as to clear all ambiguities that need to be interpreted.

Hon. Nyemah noted that while it is true that Drafters do not make the Law, it is also true that it is the intellect of the drafters that goes into the law. He told the graduates that naturally, there will be a feeling to bow to the political posturing of lawmakers in some cases, but noted that this compliance should not prevent them from drawing the attention of the Legislature if asked to the probable consequences of this approach to Law making.

The LIPA Director-General told the graduates that there can be no planned and systematic advancement of society, without the planned and system development of its human capital base. “ Our conviction here is that the more we conduct specialized trainings in different spheres of our Public Service, the greater chance would be for the alignment of a corps of highly trained professionals, well compensated and motivated to perform critical services that lift our nation to a level of post conflict success story”  he said.

The seminar which brought together participants from the various institutions of government including the National Legislature, Law Reform Commission, LRC, among others drilled participants through the basis and details of legislative drafting as well as the intricacies of the law making process of Liberia.

The training which lasted for a month was conducted by the LAW REFORM COMMISSION, LRC, and thirty six (36) participants received certificates of completion at the program held in the Rotunda of the National Legislature on Capitol Hill in Monrovia, Liberia.
